He has considerable expertise and experience in the arena of medical problems of the aged, including medical disorders, functional decline and rehabilitation, disorders of behavior in the elderly, depression and dementia (Alzheimer’s), and all the problems concerning long term care.

 

Prof. Jochanan Stessman was born in Jerusalem where he studied medicine at the Hebrew University Hadassah Medical School from 1967-1973

 

He is a specialist in Internal Medicine and Geriatric Medicine and Chair. of the Department of Geriatrics and Rehabilitation at Mt. Scopus Hadassah University Hospital. He is also Chairman of the Hebrew University Dept. of Geriatric Medicine.

 

He is one of the founders of the profession of clinical geriatric medicine in Israel, both in general and geriatric hospitals and in numerous community settings. These include sub-acute geriatric medicine, rehabilitation and various long-term clinical frameworks, ambulatory geriatric assessment units and home hospitalization.

 

He also founded the academic teaching of clinical and scientific geriatrics at the Hebrew University Hadassah Medical School, and founded the Jerusalem Longitudinal Study of the Aged fifteen years ago, which continues to bear scientific fruits.

Experience Establishing and Developing Professional Services in Medical and General Administration

 

Hospital Administration

 

From 1981 through 1991 organized, expanded and fortified the administration of the Department of Geriatric Medicine of the Sarah Herzog Memorial Hospital in Jerusalem. From a single 26 bed ward, the department evolved into a unified entity comprising seven separate divisions: Sub-acute Geriatric Care, Geriatric Rehabilitation, Neurogeriatrics, Psychogeriatrics, two divisions of complex Skilled Nursing Care and standard Skilled Nursing Care.

 

Together these divisions cared for over 200 patients. Administrative duties included both medical and general management responsibility including organization of the multi-specialty medical staff, nursing staff, para-medical professionals and the full contingent of hospital maintenance manpower. Administrative activity entailed initiating construction projects, comprehensive refurbishing of the entire facility, updating the physical plant, acquiring new diagnostic and therapeutic equipment and designing a geriatric assessment unit and day hospital. Management further involved negotiating mutual service contracts with local medical institutions, with the Jerusalem Municipality, the Ministry of Health and the various Sick Funds (Kupot Holim).

 

From 1988 the establishment and administration of six new skilled nursing departments in six separate geriatric institutions in Jerusalem. Directing these departments provided rich experience in medical and general management.

 

Academic Hospital Administration

 

From 1993 Chairman, Department of Rehabilitation and Geriatrics, Hadassah-University Hospital, Mt. Scopus Jerusalem. This position involves medical and administrative responsibility for the individual departments of general and geriatric rehabilitation, the hospital wide physiotherapy, occupational therapy and speech therapy services, as well as the hospice and home hospice programs. During this tenure several innovations were introduced to the hospital community, including geriatric rehabilitation, geriatric emergency room, geriatric consultation service, geriatric endocrine clinic and neurogeriatric clinic.

 

Community Medicine Organization

 

From the summer of 1991 pioneered, developed and directed the community geriatric medical services for the Clallit Health Services in the Jerusalem district, serving 80% of the population over age 65. Established and directed the Institute of Geriatric Medicine that entailed four medical divisions, Continuing Care Unit, Home Hospitalization (a service providing intensive medical care in the home, curtailing hospitalization and serving up to 450 patients simultaneously), Geriatric Assessment Unit and the Day Rehabilitation Unit, as well as a service monitoring geriatric hospitalizations and district wide medical administration.

 

Director General, the National Insurance Institute (NII)

 

Since 1998 directs and administers the provision and maintenance of the social security network for the State of Israel, The National Insurance Institute (NII). Among its vast responsibilities, the director general of  the NII oversees all aspects of care for the aged, home domiciliary help, welfare and rehabilitation services to the handicapped, poverty relief, aid to the unemployed and guaranteed income programs. The Director-General manages the funds which provide the social welfare budget, coordinates review of all legislation pertaining to social programs and allied initiatives, directs the NII general staff, overseeing nine division heads and dozens of branch directors and supervises hundreds of local offices and service providers throughout the country.

 

He manages funds totaling 58 billion NIS ($13 billion) and an administrative budget, which alone reaches a billion shekels. His work brings him in intimate contact with the Minister of Employment and Social Welfare and he represents the National Insurance Institute in ministerial deliberations, relevant government counsels and Knesset (parliamentary) committees. He works closely and in direct co-ordination with the Prime Minister’s office, various budgetary committees, the Comptroller-General, and the director of wage agreements in the Finance Ministry and maintains constant contact with the Ministry of Health, the Ministry of Immigration, the office of the National Ombudsman and all the health insurance funds, among others. His work also demands continuous cooperation with large workers’ guilds, sundry legal offices, court administrators and Labor Courts, as well as answering innumerable petitions and requests from community organizations and citizens.
